Sub: - Provision of CUG mobile connection to Railway Employees -deduction reg.


The Railway Employees including supervisory level staff were provided CUG connections about three years back with free calls amongst CUG members, with additional free calls up to Rs. 300/ - p.m. throughout Zonal Railways, with zero rentals. The scheme was aimed at with a view to make easy access to the staff in case of need/emergency. The scheme provided for recovery of amount from salary that exceeded the usage of Rs. 300/- p.m. Suddenly, at present the free limit has been reduced to Rs. 140/month that too without any prior consultations. The Bill plan in vogue is as follows: -

Plan 13 CUG 140 - monthly charges Rs.140/-.

Local outgoing charges      -              to Airtel 0.075/15 sec.

to other 0.075/15 sec.

to Landline 0.075/15 sec.

STD - to Airtel 0.15/15 sec.

STD-to other 0.15/15 sec.

STD - to landline 0.15/15 sec.

STD - to Airtel CUG 0.15/15 sec.

Apart from above, Airtel introduced a scheme of Zero rental plus CUG scheme exclusively for Railway employees with CUG to CUG free. A no. of railway employees had joined this scheme and took 2-5 extra connections in their favour. Suddenly this zero rental has also been charged to Rs. 140/- month plan again arbitrarily.

Consequently, Railway employees have been put to financial hardships on the entire Indian Railways. For this loss the policies of Railways Board who have entered into the agreement with Airtel which are now proving financially harmful to Railway employees, need to be re-negotiated and re-drawn. Since the payment Plan introduced recently by M/s Airtel is against the interest of Railway Employees immediate action is thus required to be taken by the Railway Board under advise to NFIR.
